The MWI NOTIFY message is not sent immediately after a voicemail message was created or deleted. The NOTIFY is sent only when endpoint sends SUBSCRIBE or after 'sip reload' Asterisk CLI command.
It looks like the same issue that was fixed for PJSIP:
