I believe the underlying problem is in the PJSIP INVITE session code or the PJMEDIA SDP negotiator. After negotiation the codec list is pruned based on it, but the session version is not updated. As a result when the last local SDP is taken as the offer it keeps the same session version when it shouldn't.
