The configure script is created by autoconf. Some dependancies or commands may need to be run depending on the linux distro.

3.0.0 Is needed to support kernels 4.x and 3.1.0-rc1 is needed for kernels 5.x

 If it is still an issue after trying on dahdi-linux-complete-3.0.0+3.0.0.tar.gz  Please re-open with Linux distro specific information.
