> Right now the REMB behavior options for app_confbridge produce a value which is unique to the group of receivers of a stream. This means that each sender can end up being told a different value for encoding.
> This change is for adding *_all variants which produce a value which is unique to the entire conference bridge. That is: the REMB value from ALL receivers is used, and a single REMB value is produced that is sent to EVERY sender.
