> When testing PJSIP REFER to a Cisco switch, we discovered that Cisco doesn't follow RFC4488 correctly.  When they receive the norefersub in the Supported header, they do not negotiate the Refer-Sub between Cisco and Asterisk.
> Adding a PJSIP global configuration setting to allow not setting the PJSIP norefersub capability in PJPROJECT.
> Note: chan_sip does not set the norefersub in the Supported header and Cisco does send the needed subscription information to update Asterisk on the status of the REFER (Transfer).
