For some reason the tests/channels/SIP/sip_blind_transfer tests are failing consistently. They all throw 30 second reactor timeouts. Not just jenkins either. Also happens when I run them locally. Seems to have started a few weeks back.

NOTE: These tests do NOT fail in the 16.0 branch so we must have done something since then to cause these tests to fail.
