Changing only 'mailboxes=12 at device' to 'mailboxes=12 at default', SIP NOTIFY messages change from:

Messages-Waiting: no
Voice-Message: 0/0 (0/0)

to

Messages-Waiting: yes
Voice-Message: 1/0 (0/0)
