'##' = extension number

MWI operates properly when PJSIP endpoint is configured with: mailboxes=##@default

SIP NOTIFY:
Messages-Waiting: yes
Voice-Message: 1/0 (0/0)

MWI fails when PJSIP endpoint is configured with: mailboxes=##@device

SIP NOTIFY:
Messages-Waiting: no
Voice-Message: 0/0 (0/0)

This problem does not occur with Asterisk 16.0.0.
