Are you absolutely sure you are using a state interface? As [~seanbright] stated if you are not then you would see the exact behavior you are seeing - as you are transferring the Local channel, and not the caller directly, so the Local channel will remain in use after the transfer.

How are you adding queue agents and what are the arguments?
