I have run some tests by subscribing to voicemail with 2 phones (Polycom and Astra). In both cases asterisk do not terminate voicemail subscription when it receives the 481 code from the phone.
Since the phone subscribe to voicemail after each reboot, subscription are piling up in astdb and asterisk keep sending multiple notify to the phones.
My pcap from both phones proves it.
