The "persistent members" functionality is only applicable to members added dynamically. It does not apply to static members and thus does not persist pause state.

This would be a feature request to change that behavior (probably behind another option, and it would require further changes).

Is this something you would be interested in doing? Otherwise we don't accept feature requests on the issue tracker.
