Asterisk 11 is no longer receiving bug fixes.  It has entered the phase of its life when it only receives security-related fixes.  See - https://wiki.asterisk.org/wiki/display/AST/Asterisk+Versions

Asterisk branches 13 and 14 are the only ones currently receiving bug fixes.  You should attempt to reproduce your issue with the latest version of Asterisk 13 or 14 - 13.17.0 and 14.6.0 as of this comment.

Additionally, bug-fix support against -cert branches of Asterisk is provided only for Digium's commercial customers who have engaged Digium for our L5 support offering - https://www.digium.com/products/asterisk/certified-asterisk
