When distributing custom device state via XMPP and a custom state is created on one server, if a device then moves to an alternate server and changes the custom state it does not update the original servers custom state.

The state is correctly shared between servers, however, just doesn't update a server which has had the custom state created directly on it.

This, therefore, causes BLFs to be misreported on these servers.
