I think this may be in whatever code is calling this.
res_hep uses pretty standard Asterisk constructs to determine if something is an IPv4 or an IPv6 address:

What is the address in {{capture_info->src_addr}}? That should tell us why Asterisk believes it is an IPv4 address.
