If FEC with 10% packet loss OR DTX is enabled for Opus then MusicOnHold will sound extremely poor.

These are the three codec settings that were tested:
DTX & FEC at 10%
[opus24]

dtx=yes
cbr=yes
bitrate=24000
complexity=8

FEC at 10%
[opus24]

cbr=yes
bitrate=24000

DTX & FEC disabled
