The tests/apps/statsd tests don't depend on app_statsd, which is an extended module and not built by default.  The result is that the nominal test fails and the off-nominal tests pass since they expected no packets.

The off-nominal tests also have minversion as 13.x.x but app_statsd isn't available in 13 at all.
