Multicast RTP can stand to have some options added to it.

* Codec: Select the codec to be used to send media
* TTL: Set the hop count for multicast RTP
* loop: Select if the media is looped back to the sender
* interface: Select the interface on which to send multicast media

This issue is a placeholder for a review going up on gerrit which adds the above features.
