I've noticed that some phones do NOT display this problem and I've been unable to determine a difference. 

Currently known NOT working: 
* Sangoma S300
* Aastra 55i
* Grandstream GXP2200

Currently known WORKING:
* Digium D70
* Yealink T41P
* Cisco SPA504
