The application/dialog-info+xml SIP message body generator currently uses a SIP subscription datastore to keep an incrementing version number between body generations for a series. This is problematic for extension state publishing since a subscription is not present. The interface should be changed to remove the subscription requirement and allow the datastore to be stored in a more generic fashion.
