> The Lucent 5ESS/4ESS PRI telco equipment is miscoding the Connected Number information element. The third octet should be 0x00 and not 0x80. The bit they are erroneously setting indicates that there is no optional octet 3a in the ie even though they are providing one.

> Octet/Value/Comment
> 1/4c/Connected Number information element code
> 2/0d/Length
> 3/80/Extension-bit(1), Type-of-number(0), and numbering plan(0) fields
> 3a/80/Extension-bit(1), Presentation indicator(0), and screening indicator(0) fields
> 4/31/First digit of the number
> {noformat}
> Octet 3a can only be present if octet 3 extension bit is 0. Since they are setting that bit there is no octet 3a and thus it is interpreted as octet 4 (The first digit in the connected number). Voila, we get our garbage digit in the connected line number.
> Reference Q.931 Section 4.5.1 information element coding rules and Q.951 Section 5.4.1 for the connected number information element encoding.
> The attached patch works around the broken Lucent switch implementation and will display that it is doing so as shown below:
