I think you meant {{bri_cpe}} instead of {{bri_cpe_ptp}} here. This is likely your problem. The {{bri_cpe_ptmp}} and {{bri_cpe}} signalling modes are mutually exclusive in libpri and is configurable per span. The {{bri_cpe_ptmp}} mode uses dynamic TEI assignments to identify what device is being referenced. The {{bri_cpe}} mode uses the point-to-point TEI of zero for communication.
You have yet to demonstrate a bug in either Asterisk or libpri. You have shown that your problem is likely a configuration error which is not the purpose of the bug tracker.
