Im having the same problem using 13.13.1 using static members:

[ncp-queue-1]
strategy = ringall
wrapuptime=3
member => SIP/ncp-user-3
member => SIP/ncp-user-6
member => SIP/ncp-user-22

Running on Centos 6.8.
