Ok that was "luck" again.
The phone that rejected the message was a Hagenuk, and an Ackermann PBX did the same, An Ackermann phone however just silently ignores it.
Phones by Ascom, FMN and Siemens did ring.
So the specs have been interpreted in different ways.
But it certainly wouldn't hurt to suppress the whole CDPN IE if the CDPN is empty. That should always work.
