Could you attach your {{chan_dahdi.conf}} file and  a "pri set debug on span x" log file with a {{.txt}} extension showing the failing call.

I'm slightly confused about what Q.931 actually wants in this regard.  The ETSI version of Q.931 doesn't edit the corresponding wording either.  Q.931 doesn't have much to say about this as far as confirmation with other areas of the document.  The section I referenced earlier could be talking about setting the ie length to zero and not just leaving out the octet 4 octets representing the number.  The called party number ie table that shows octet 4 is not marking it as optional with a '*' so that just leaves not sending the ie.
