I didn't check the original specification.

I tried to make a phone ring and didn't succeed. When investigating, I found that it rejected the call with cause 64 "Invalid information element contents". Trying with a PBX gave the same result.
I would also have expected that an empty CDPN would be the same as the IE missing, but the HTML version of Q.931 I usually consult does indeed not mark octet 4 as optional. So that seemed to fit.

But for reference, with 1TR67 an empty CDPN will not be sent to the user (§3.1.16 e).
