I'm unsure on this one now, if OPTIONAL_API were completely removed from master it would cause OPTIONAL_API to be disabled every time you switch to master then back to 11 or 13.

> OPTIONAL_API can be disabled through menuselect, but this is no longer needed.  The option originally existed because OPTIONAL_API used weakref magic that was not available on all compilers.  The implementation in Asterisk 13+ no longer requires any special compiler/platform support, so there is no longer a reason to allow disabling.
