Found while creating fixes for [r4478|https://reviewboard.asterisk.org/r/4478/].

I think the following line is the leaked reference:
{{\[24906] chan_sip.c:7073 sip_hangup: +1 ref for reinvite_timeout - \[4]}}

Since the test is only for 13+ I can't say if 11 is effected, will have to look at the code once a fix is found.
