yes, exactly, as it's written above ... 

If restart the asterisk on "A" after the restart (asterisk) on "B", "A" will exchange to "B", but "B" will not! And if restart the asterisk on 'B" after the restart on "A", "B" will exchange to "A", but "A" will not. (for the current settings of the pjsip)
