Parking is configured a little differently and in different files for 11 and 13.

We don't currently have any wiki documentation for parking other than the related application reference docs.

We should include a new page talking about the features.conf config in 11 here: https://wiki.asterisk.org/wiki/display/AST/Features

Also, a new page talking about the applications and configuration in general (in res_parking.conf and in features.conf) under here:
https://wiki.asterisk.org/wiki/display/AST/Applications
