When asterisk is attempting to publish (res_pjsip) to another server, but is unable and a "core shutdown gracefully" is issued asterisk "hangs" and won't completely shutdown (actually in one run it did shutdown after a "long" time).

Steps to reproduce:
1. Using res_pjsip configure asterisk for outbound publishing, but just give it some random server_uri since we don't anything to actually receive the publish.
2. Start asterisk
3. Issue a "core shutdown gracefully"
4. Asterisk should hang
