Just a note, I've also run into an identical issue here. The issue will reproduce on fully patched Asterisk 11.15 and 13.2 setups on Chrome Stable and Beta with sipML5 and sipjs.  The telltale sign, as somewhat hinted to above, is that a PCAP will show a second STUN binding request being sent from Chrome to the server.  If the call is answered *after* that second request, there is no audio.  If you catch it before, you will have normal audio.

Haven't dug into a fix for this or looked at the Chrome behavior, but seems to be STUN related.
