I've just noticed another difference between the working chan_sip and non-working chan_pjsip authentication attempts. In chan_sip, Asterisk bumps the CSeq up by one on the NOTIFY with auth credentials. In chan_pjsip, the exact same request is sent with auth credentials instead, meaning that the CSeq is the same between auth attempts. It may be that the phone sees this as a violation of CSeq order and responds with the same response as it did when the phone first received a NOTIFY with that CSeq.
