I don't know, but I do know that we [don't accept information requests|https://wiki.asterisk.org/wiki/display/AST/Asterisk+Issue+Guidelines] on the issue tracker. With video conferencing with confbridge being an experimental feature we are also lacking in documentation so I can't easily determined expected behavior here.

You might request more information on the asterisk-video or asterisk-users [mailing lists|http://lists.digium.com/mailman/listinfo/].
