logger.conf has following
getting at best just notice and warnings in full and messages file
fax is getting nothing

[general]

[logfiles ]
console       => notice, warning, error, debug, verbose 15
messages      => notice, warning, error, debug, error
full          => notice, warning, error, debug, verbose 15
debug         => debug
syslog.local1 => notice, warning, error,debug, verbose
fax 	      => notice, warning, error, debug, fax, dtmf, fax
