The {{pjsip.conf}} {{auth_rejection_permanent}} parameter is not initialized on the registration client state and therefore the parameter is disabled regardless of the value specified in {{pjsip.conf}}.

The attached patch initializes {{auth_rejection_permanent}} on the registration client state to what has been stored in the registration configuration.
