configs/manager.conf.sample states

"; This configuration file is read every time someone logs in"

This has not been true since version 1.6.0.

Either this line should be stricken, or it should have appended to it
" for versions 1.4.x and earlier".

Since it is so trivial, I am not going to submit a patch.
