Dear Kevin McCoy,

Its been So long since I was working on this. But As I remember my issue turned to be a firewall blockage issue.

My scenario was PSTN-ASTERISK-CME-CUCM. All in the same subnet except the CME that was behind a firewall. 

After moving it to the same sub-net It worked fine.
