This technically was applied in Asterisk 12.

In Asterisk 12, all manager events got standardized with certain information. Events that pertain to channels - including the {{QueueCallerAbandon}} event - now always contain information related to those channels, including the CallerID.

Closing out as Fixed in 12.0.0-alpha1.
