Default value in libpri.c (ctrl->timers[PRI_TIMER_T202]) is 10 secs but as
Recommendation Q.921 (section 5.9.7) says: "T202 shall be set to 2 seconds".

This value (10 secs) can also bring other problems, for example, making an outgoing call with layer 1 deactivated (ptmp) starting from unassigned TEI state:
- q931 sends SETUP message and starts T303
- q921 can't send TEI Identity request message and starts T202 (layer 1 deactivated), layer 1 is activated
- after 4 secs T303 expires,  q931 sends  second SETUP message and starts T303
- after 4 secs T303 expires,  second expiry, abort call 
- T202 expires,  TEI Identity request message sent
- TEI assigned but call aborted
