Since you have configured Asterisk to be the CPE/user side of the BRI PTMP line, the Patton SN 4638 must play the role of the network.  Q.931 Section 3.1.14 Table 3-15 Note 4 in regards to the Channel identification IE:

NOTE 4 – Mandatory in the network-to-user direction. Included in the user-to-network direction when a
user wants to indicate a channel. If not included, its absence is interpreted as "any channel acceptable".

In addition, for BRI lines the CPE side cannot pick a B channel for exclusive use without the possibility of some other device already using it.

You should consider switching the network/user roles of Asterisk and the Patton since the Patton is acting sort of like the user even though it is allocating TEIs.
