I've put this patch into a package available through the Debian experimental catalog:

http://packages.debian.org/experimental/asterisk

The version containing this patch is 1:11.7.0~dfsg-1+e1 and it is built from the branch dtls-srtp-patch
in the Debian Git

Anybody wanting to build that branch can do

  git clone git://anonscm.debian.org/pkg-voip/asterisk.git
  cd asterisk
  git checkout dtls-srtp-patch
  dpkg-buildpackage -rfakeroot -i.git -j13
