Perhaps this needs an own topic/issue:

I'm having a similar MAJOR issue, which makes 13.0.0 unusable with snom phones.
We are using the PJSIP stack, not the chan_sip.

The NOTIFY header of a ringing extension (1005) looks like (at ext 1010):
