Summary is pretty much all there is to say about it.

ARI makes use of a long standing API {{control_streamfile}}. This function, for whatever reason (lost in the mist of time), implicitly answers the channel.

Hence, using {{Playback}} will not answer your channel, but {{ControlPlayback}} will. :-(

There's really no reason for this call to answer the channel.
