The easiest way to reproduce this issue is to run the test
tests/channels/pjsip/subscriptions/rls/lists_of_lists/nominal/presence/listception_initial_notify  -- not committed yet, see https://reviewboard.asterisk.org/r/3881/

This test has sipp subscribe to a resource list that contains numerous tiers of lists and the corresponding notify ends up being too large to send.
