If the sip.conf contain includes and one of this include is modified, a sip reload does nothing *if you don't make any modification* in the sip.conf himself

Another test where you can have this behavior: restart asterisk, connect on it and try a sip reload => no reload. Should be the same if you run it twice in a raw.
