I have show all field already, and i have nowhere to 'upload' a file.  Also (again), 'You already have a license that is approved or pending review.'.    I hate to say it, but after almost a decade.. ~here we go again~.  I had hoped things had gotten smoother when it came to accepting and getting changes committed.
