Work on this task is taking place in the following branch:
https://origsvn.digium.com/svn/asterisk/team/kmoore/stasis-http_sounds

Currently, sound and description indexing and reloading is committed and a very minimal stubbing-out of the Stasis-HTTP interface is in place for sound/{id}.
