Once bridges have the ability to be subclassed, Parking needs to be a subclass of {{ast_bridge}} such that it's a full participant in bridge operations.

This will allow the Parking functionality to be rounded out such that channels can be placed into Parking and retrieved. By the end of this issue, we should be able to fully migrate the Parking functionality out of features.conf.
