We already have support for multiple DTMF modes in chan_gulp. We should round out that to completion by adding support for DTMF over SIP INFO requests.

Yes, it's a tad silly, and yes, we always prefer DTMF over RTP, but sometimes an INFO Message is all you got.

Since this has to interact directly with the channel driver it does make sense for it to be implemented in {{chan_gulp}}, although ideally it would at least be in a separate file from the primary media handling.
