For CPE PTMP operation this behavior is intentional and necessary if you want to make outgoing calls.  In CPE PTMP mode, the network can bring layer 2 (link) and layer 1 (physical signaling) down between calls.  When layer 1 is down the card *cannot tell* the difference between an unplugged cable and no physical signaling.  As a result of the defined PTMP behavior, the information provided by "pri show spans" is mostly useless for PTMP spans.
